"Here, ""equality as a state-of-being"" (Es) is combined with Fairness (Vf) plus other local values (V1·· Vi) such as cultural ideals or local customs and is operationalized through ""equality as action"" (Ea). This combination creates the condition Equity (EQ). Es, Vf, and E a are necessary components that can be considered constants, Without any one of these three, a given policy design or orientation to a problem will result in something other than equity. Furthermore, the constants are necessary, but not sufficient to achieve equity. For that, we must include the particularisms of the local setting, (V1··V i)."
