A Procedure for the Development of A Content Valid Selection Examination for Parks and Recreation Directors in the State of Illinois

The purpose of this study was to develop a model procedure for constructing a content valid personnel examination for use by public park and recreation agencies. The procedure involved ten steps and began with the completion of a job analysis. Next, a supervisory panel prepared test specifications and test development worksheets. An expert panel was then engaged in an item writing workshop and prepared test items appropriately sampling each job content domain. The test items were then submitted to three sequential review processes including a supervisory panel review, editorial review, and an expert panel review. Following the item review the supervisory panel arranged the test items into a pretest examination, selected a pretest panel, and pretested the selection examination. Based on the results of the pretest examination, the difficulty, discriminating power and distractor effectiveness of each test item was improved, when necessary, by the supervisory panel. Once the review of the test items was completed, the preparation of the selection examination into final test format, by the supervisory panel, concluded the content validation of the examination.
