An analysis of high school policies and practices on truancy and attendance rates within Educational Service Center 9

This paper studies the impact of attendance and truancy policies and practices on attendance and truancy rates in three high schools located in Educational Service Center 9. Attendance, average daily attendance, truancy, chronic truant, truant minor, dropout, and graduation rates were calculated from data reported to the state of Illinois since the reform of 1985. Changes in the rates were studied by reflecting upon the high school's emphasis upon punitive, support, or incentive programs designed to improve attendance and decrease truancy. This study found that punitive action without substantial support services was associated with lower attendance rates and increased truancy rates. Likewise, support programs without substantial punitive action were associated with decreased attendance rates and increased truancy rates. Incentive and rewards unified with substantial punitive actions and substantial support programs were associated with the highest attendance rates.
