Attendance, average daily attendance, truancy, chronic truant, truant minor, dropout, and graduation rates were calculated from data reported to the state of Illinois since the reform of 1985. Changes in the rates were studied by reflecting upon the high school's emphasis upon punitive, support, or incentive programs designed to improve attendance and decrease truancy. This study found that punitive action without substantial support services was associated with lower attendance rates and increased truancy rates. Likewise, support programs without substantial punitive action were associated with decreased attendance rates and increased truancy rates.
