The purpose here is to determine the actual practice. What is the requirement for entrance into the first grade in the various districts in the state of Washington? Is chronological age the only determining factor? Is any consideration given to mental age? To what extent are the emotional and social factors considered? Is attendance in a kindergarten a factor?
