dc:descriptionThe key to the success of the program is to convince the inshore fishers that effort reduction through compensation may not reduce their potential profits since they would receive an appropriate amount of compensation from the offshore fishers. The management authority may play the role of an arbitrator and also provide assurance that an appropriate compensation will be provided.
