"The low priority TCP variant is called Competitive and Considerate Congestion Control (4CP). 4CP enables provisioning of per-flow average bandwidth guarantees and thus some quality of service to ""normal"" traffic (TCP flows), but not at the expense of potentially starving the ""low"" priority traffic (4CP flows). Specifically, each TCP user is guaranteed an average window size if sufficient bandwidth is available and any excess bandwidth is shared by the 4CP users. If sufficient bandwidth is not available to meet the guarantee for TCP users, then 4CP users completely back off and do not receive any throughput. The configuration and properties of 4CP, and the benefit to normal users from 4CP are studied through theoretical analysis, ns-2 simulations, and Internet experiments."
