The End of an Era: A Case Study of the Dissolution of a Special Education Governance Structure

From this qualitative research project of the dissolution of a regional special education organization, the study revealed a diversity of interests that gave rise to political maneuvering, coalition building, and negotiation. Specifically, concerns over the fundamental tensions of power and control, fiscal and administrative redundancies, and the rising cost of providing special education services contributed to the dissolution of the organization. As an outcome of this qualitative research study, policy implications for directors of special education governance structures, and school superintendents forming or participating in a special education governance structure were identified.
