Simulating Land Developers', Sewer Providers', and Land Owners' Behavior to Assess Sewer Expansion *Policies

This study develops a model of behavior of land owners, sewer providers, and land developers and the ways in which their plans and actions interact. The initial goal is to consider alternative behavioral explanations of these relationships and test which more accurately replicates the historical pattern of sewer and land development. Eventually the model is intended to be used to investigate the potential for improvements in the efficiency of sewer provision and land use patterns over time from less myopic behaviors and greater sharing of information in plans. This dissertation describes the model, initial applications to a study site in the Portland, Oregon, metropolitan region, and methods for comparing and interpreting the results in relation to historical development patterns. The accomplishments so far suggest that this research strategy works and can assist in clarifying explanations for observed historical development patterns and possible improvements in these patterns.
