The Development of a Music Program Evaluation Guide for School Administrators and Music Faculty

dc:descriptionThe purpose of this study is the development of a practical and systematic program evaluation handbook that is based upon the principles of successful comprehensive program evaluation and can assist administrators and music faculty in planning evaluation procedures to regularly assess the effectiveness of their program of education in music. After a review of the evaluation literature in all fields, models for evaluation design and management were selected as a basis for this handbook from various disciplines. Several experts who were or had been arts education coordinators or supervisors in the public schools reviewed the original design of the handbook. These experts were randomly chosen from a stratified list generated from recommendations given by colleagues at the University of Illinois, the Illinois Music Educators Association, and the Illinois Alliance for Arts Education. These experts represented a wide range of school size and locations. Each of the experts was sent a copy of the rationale and purpose, an outline of the handbook, and a set of questions that had been field-tested. The results of subsequent expert interviews and written reviews influenced the final decisions about handbook content. The completed handbook contained both design suggestions and forms to accomplish the management of a successful continuous program evaluation of the music department. A second set of experts then reviewed the document and offered opinions about the content. These experts were chosen from the original list but who had been passed over for the preliminary review. A written set of questions formed the basis for this final written review and the handbook was revised. The final product, "The Music Education Program Evaluation Handbook" is designed to measure the effects of a music program against the goals the local school music department sets out to accomplish. This document will be a useful participatory guide for those music administrators or department chairpersons who wish to evaluate the music education program.
