Abstract
dc:descriptionThe demand for rail transportation services of bulk agricultural products is characterized by seasonal peaks. However, railroad rates seldom fluctuate with demand due to alleged regulatory restrictions. Consequently, a disequilibrium of rail services demanded and supplied may arise.
