The topic of the study is the strict eligibility policy for student athletes attending University City (MO) High School. The author defines strict eligibility policy as one that exceeds the minimum requirements of the State High School Athletic Association. This is a case study presenting the history of the policy from its inception in 1979 through its most recent update in 1993. Data gathering included using elite interviews with board members, superintendents, students, athletic directors, coaches, and athletic advisor. Newspaper stories, board of education minutes, policy revisions, and program evaluations and studies provided documentation. The writer presents conclusions of the impact of the policy on race, gender, and student performance. Six recommendations are made concerning creating policy or programs to improve academic achievement for student athletes.
