Scan Iceland - Vᛟlva : Architecture and Implementation of a Continuous National Network Scanner

dc:description.abstractThis thesis presents Völva, a national-scale network exposure scanner designed to map and monitor Iceland's public IPv4 address space. Völva performs continuous, ethical reconnaissance by discovering live hosts, conducting horizontal TCP port scans, and summarising service metadata. It is built to operate transparently, securely, and with minimal disruption, prioritising public visibility and responsible data handling in line with ethical best practices. The system architecture includes distributed scanning workers, robust queue management, encrypted data storage, and a public-facing website that displays anonymised trends. Völva also generates automated reports to inform stakeholders, enabling proactive cybersecurity awareness. Designed for scalability and replicability, the platform provides a foundation for future research, education, and potential adoption by other nations. Developed at Reykjavík University and funded by the European Union's Defend Iceland grant, Völva contributes a reproducible, open-source model for strengthening national cyber resilience.
