The study assessed the characteristics of successful and unsuccessful public community built and managed secondary schools. The study investigated the factors influencing the level of performance of public built and managed secondary schools in Kinondoni District in Dar es salaam region. The study was guided by three objectives as follow; assess the inputs of successful and unsuccessful, compare the process of teaching and learning and assess the quality of outputs and outcomes of successful and unsuccessful public community built and managed secondary schools. The study employed a mixed approach method with case study design aimed at determining the factors influencing the level of performance of public community built and managed secondary schools. Purposive and simple random sampling techniques were employed to select 120 participants among the whole group of students and teachers in schools. Data collection included the use of interviews, questionnaires, observations, and review of documents. The data were arranged in columns and rows, and quantitative data were processed and analysed quantitatively and presented in terms of tables, charts and graphs, absolute and relative frequencies. The findings revealed that there is a great shortage of teaching and learning materials, teachers, buildings, houses, social services, less supervision from the inspectors and education officers. The researcher suggests that in seeking the solution to the problem all stakeholders must be involved, allocating enough resources in the education sector, improve teaching and learning materials to schools in remoteness areas, change day to boarding schools, which are in remote areas, improve transport system and create friendly environment in teaching and learning.
