Follow the Money: Targeted Financial Measures to Counter Nuclear Proliferation
Abstract
dc:description.abstractThis paper examines the development and implementation of targeted financial measures to counter the illicit use of the international financial system by nations pursuing a nuclear weapon. Targeted financial measures have been used effectively to disrupt the financing of terrorist organizations and the United States has tried to apply many of the same tactics to counter the illicit finance of nuclear weapons proliferation. This paper describes and analyzes how the United States has developed and implemented targeted financial measures. This paper also details how Iran and North Korea have been able to undermine targeted financial measures to develop a nuclear weapon. Targeted financial measures have proven to be an effective tool in disrupting the financing of a state acquiring or expanding its nuclear weapons program. But these targeted financial measures have not proven to be a decisive tool in influencing either Iran or North Korea to abandon their nuclear weapons programs.
