Targeted financial measures have been used effectively to disrupt the financing of terrorist organizations and the United States has tried to apply many of the same tactics to counter the illicit finance of nuclear weapons proliferation. This paper describes and analyzes how the United States has developed and implemented targeted financial measures. This paper also details how Iran and North Korea have been able to undermine targeted financial measures to develop a nuclear weapon. Targeted financial measures have proven to be an effective tool in disrupting the financing of a state acquiring or expanding its nuclear weapons program.
