In the Mayor's Offices of Mexico City, there are training programs to improve the delivery of services. These courses focus on improving knowledge and handling of tools that are already somewhat obsolete, such as basic Office, but which serve as an introduction to computer use, leaving aside the management of Information and Communication Technologies (ICTs) and e-Government. Due to the above, technicaladministrative workers do not actively participate, since these courses are not mandatory if one is not enrolled in them, which limits their performance and keeps them using obsolete methods. Lack of participation leads to limited performance, affecting the quality of service offered to citizens. Furthermore, establishing responsibility for the lack of training is complex, since there are no local regulations that require workers to participate. Although there are general working conditions and federal regulations for the training of public servants, at the local level, there are no regulations or updated regulations that make participation in training programs mandatory. The lack of local regulations making training mandatory prevents public servants from achieving higher levels of training, which negatively impacts the quality of services offered to the community. To improve the situation, it would be necessary to implement policies that encourage or require active participation in training programs, propose regulations or changes to existing ones, and ensure more efficient service delivery.
