Due to the above, technicaladministrative workers do not actively participate, since these courses are not mandatory if one is not enrolled in them, which limits their performance and keeps them using obsolete methods. Furthermore, establishing responsibility for the lack of training is complex, since there are no local regulations that require workers to participate. La falta de participación genera un desempeño limitado, afectando la calidad del servicio ofrecido a la ciudadanía, además, establecer responsabilidades por la falta de capacitación es complejo, ya que no hay normas locales que obliguen a los trabajadores a participar, aunque existen las condiciones generales de trabajo y normativas federales para la capacitación de servidores públicos, a nivel local, se carece de regulaciones o actualización de normativa que hagan obligatoria la participación en programas de actualización.
