Avanços e limites da democracia participativa: uma análise da experiência do orçamento participativo no município de João Pessoa

This work analyzes the experience of deliberative democracy in the city of Joao Pessoa starting from the first experiences dated of institutionalization of participation through various public spaces such as the councils of public policies, conferences and the director plan to get the experience of Participatory Budget, with the deployment of new tools such as OP Digital, PPA participative and OP Child and Adolescent. This course describes advances, difficulties and existing limits. The work suggests that, besides the project-party political and political will and other factors must be taken into account as the influences of relevant legislation as the Law of Fiscal Responsibility, the ripening of the experiences of the institutionalization of participation and of course the participation of local sociativismo. This new dynamic public budget cause impacts in the previous structure effecting positive results in the search for expansion of deliberative democracy.
