This course describes advances, difficulties and existing limits. The work suggests that, besides the project-party political and political will and other factors must be taken into account as the influences of relevant legislation as the Law of Fiscal Responsibility, the ripening of the experiences of the institutionalization of participation and of course the participation of local sociativismo.
