Transição, transações e transformações entre política externa de Lula da Silva e Rousseff

Unsatisfied manifestations by diplomats, concerned about the future of foreign policy were widespread after the end of Lula da Silva’s government. Our purpose is understand in which circumstances these expressions appears, through the efforts to uncover the relation between Itamaraty and the President, once the democratization restructure roles in decision-making. We argue this reflect a context of foreign policy in which the ties between society and institutional actors are reviewed and intensified through the presidential initiative of leading the decision-making in this field. Furthermore, the presidential interregnum between Lula da Silva and Rousseff exposed a clash between different management personalities that disturbed the bureaucracy, as envisaged in the literature.
