Our purpose is understand in which circumstances these expressions appears, through the efforts to uncover the relation between Itamaraty and the President, once the democratization restructure roles in decision-making. We argue this reflect a context of foreign policy in which the ties between society and institutional actors are reviewed and intensified through the presidential initiative of leading the decision-making in this field.
