PROPOSTA DE MANUAL PARA SISTEMA DE GESTÃO INTEGRADA PORTUÁRIA

This research work is based in 26 years of experience, in the daily and direct conviviality with the sore spots of the past and the challenges presented by the future of the Companhia Docas of Rio de Janeiro. The research has the objective of presenting to researchers, students and interested for the System Brazilian, larger Port knowledge, mechanisms of to develop him/it and to insert him/it to the world competitive scenery through contemporary administration tools of high level. Initially we accomplished a historical abbreviation that is going of the " invisible " participation of the ports in the history of the civilization, opening of the ports and to the end of the state monopoly with the extinction of Portobrás in 1990. To proceed, we presented the changes operated by the Law no. 8630/93, the world scenery, the immense open possibility for the new structures the organization and the politics and strategies to provide a road for the sustentability of the port activities in the State of Rio de Janeiro in an efficient way and with competence. As a result of this study we propose, at the end, the guidelines of a Manual of Integrated Administration involving safety, environment, occupational health, quality and social responsibility to Organized Porto.
