Entre a “Síndrome do pato” e o “efeito Mateus”: juventude e políticas sociais na periferia de Salvador

This thesis explores the topic of youth, in its interface with social policies, from an ethnography on the implementation of social projects directed at adolescents from neighborhoods of Calabar and Alto das Pombas, slums located near the Atlantic coast of Salvador city. As a starting point, I investigate the implementation of the Higher Level - an English course offered by the American School (traditional English school in the city), in partnership with the US Consulate in Rio de Janeiro and the Government of the Bahian State -, to then dwell on the context of pacification of communities through the implementation of community-Based Calabar Security as well as on the relationship between young people benefited from social initiatives and their families, paying attention to the confluence of classificatory power and its role in categorizing youth, and experience of the subject, ie, the amalgamation between epistemology and ontology. We will see from this analysis that the experience of young people of the urban working classes, when benefiting from policies implemented both by the state and by third sector organizations, can be defined in terms of a combination of “duck syndrome” and “Matthew effect”.
