STRENGTHENING CRISIS RESILIENCE: DESIGNING A NATIONAL MARITIME SECURITY CENTER FOR THE DUTCH-NATO NAVAL DOMAIN

Maritime security has become a central strategic concern for the Netherlands in a turbulent geopolitical environment. This thesis explores how the Netherlands could design and operate a National Maritime Security Center (NMSC) for the Dutch-NATO North Sea domain that strengthens deterrence and crisis resilience while remaining aligned with civil authorities, regulated operators and NATO/EU frameworks. The research employs a qualitative mixed-methods design, combining 27 expert interviews, documentary analysis and targeted comparative cases, analysed through theory-informed thematic analysis. Three organisational models are developed from the research results. Keeping shared clarity under ambiguity is key to a strong national crisis management system.
