WKGA, Atlanta : a case study of citizen intervention in broadcast regulation.

Citizen intervention is a relatively new phenomenon in American broadcast regulation. This thesis proposes to study the subject by presenting the case history of the celebrated WGKA license transfer of the late 1960s. Special attention is paid to all of the parties involved in determining the role of citizen intervention in broadcast regulation. A review of American broadcast regulation, particularly as it stems from the public interest doctrine, is included to place the phenomenon in perspective. The thesis concludes with an analysis of the effects of the WGKA case in particular, and citizen intervention in general as they relate to the furtherance of the regulatory goal of serving the public interest, convenience and necessity.
