This thesis proposes to study the subject by presenting the case history of the celebrated WGKA license transfer of the late 1960s. Special attention is paid to all of the parties involved in determining the role of citizen intervention in broadcast regulation. A review of American broadcast regulation, particularly as it stems from the public interest doctrine, is included to place the phenomenon in perspective.
