Russland und der europäische Integrationsprozess

The main subject of this study is Europe's relation to Russia and Russia's relation to Europe. The thesis is not only devoted to the actual state of relations between the EU and the Russian Federation. The analysis focuses upon how their relationship has been developing, while taking into account various processes. The peace process in Europe after World War II, the democratic transition in Russia and the integration process in the enlarged EU constitute the framework of the analysis. The main thesis is as follows. Regarding the detente in Europe, the transformation is the result of the peaceful integration. But in the light of the EU enlargement, peaceful integration in Europe is itself the aim of the transformation both in the East-European and West-European societies. Therefore the capacity for internal and external integration both in the EU and in the Russian Federation is challenge for their mutual relations in future. The regionalism in the enlarged EU is regarded as the process of deepening political European integration, the process which exerts an immediate influence on the relations with the EU neighbours. To enhance its legitimacy the enlarged European Union must strengthen the involvement of the regions in the transformation processes. Since the EU Eastern enlargement there has been no common European integration concept which could be further developed on the basis of a multi-level federation. In terms of the final state structure of the Russian Federation the concept of a federal state is considered as an alternative to the centralised state tradition. Russia being a multinational federation, its capacity for the internal and external integration, which is to be achieved by the transformation, depends on the future role of its integration units - the regions. Kaliningrad region could be developed into a model of cooperation between the EU and Russia on the level of the external policy. Internally, this region could be seen as having a perspective of developing new methods for the relations between the federal centre and the regions. The results of this analysis are presented in the form of three possible scenarios. Strengthening cooperation among the European regions would positively influence the relations between the EU and Russia.
