A comissão europeia e as políticas europeias de educação superior: uma análise a partir do Processo de Bolonha e do Método Aberto de Coordenação

This study aims to indicate the participation of the European Commission in the European policies in higher education and to understand if there has been an increase in this participation in comparison to the participation of the States. Besides the research in the existing literature, this paper used documents produced by the European Commission, European Council and meetings of Ministers nationally responsible for higher education, as well as reports of monitoring and follow-up groups of initiatives in the area, to identify the participation of the European Commission in the formulation of educational policies. The analysis show that the increase of Commission’s participation exist, considering a period prior to the Maastricht Treaty, but it was also followed by an increase of the participation of the States and of non-governmental actors in European policies in higher education.
