Besides the research in the existing literature, this paper used documents produced by the European Commission, European Council and meetings of Ministers nationally responsible for higher education, as well as reports of monitoring and follow-up groups of initiatives in the area, to identify the participation of the European Commission in the formulation of educational policies.
