The Koori Services Improvement Strategy in the Australian State of Victoria is a case in point. Detailed examination of this strategy - understood as a set of specific technologies of power - raises questions about practical issues in Aboriginal governance, tensions within liberalism, the actual implications of neo-liberal techniques employed in human services, and the bearing these have on Aboriginal wellbeing.
