Interaction is a current concern because the amount taking place is increasing. There are only a few guidelines that govern the interaction between members of Congress and administrators: court opinions, rules and expectations of both the House and Senate and the code of ethics for public servants. Since the guidelines are sketchy, most operate according to their own ideas of what is and what is not appropriate interaction.
