These issues are discussed in the context of a specific production system simulation model. The production system modeled was a modified flow shop at the International Business Machines Corporation, Federal Systems Division, (IBM/FSD), Manassas, Virginia, manufacturing facility. Where appropriate, generalizations for other production system simulation models are made with regard to the arguments and methods used in: 1) the choice of an acceptable type of starting condition procedure for the IBM/FSD production system model, 2) the methodology used to determine the specific starting conditions to impose on the model, 3) the development of a heuristic, based on performance measure dependency, to determine if the model's data collection procedure should include performance measure data collection on the entities' effects over the simulation analysis period (planning horizon) as well as at its end, and 4) the data collection synthesis technique chosen for the model to satisfy the heuristic's recommendations.","abstract_html":"This research examines the simulation issues of starting conditions and performance measure data collection.
