The sector of information technology (IT) utilization analysis reveals the current situation of public service delivery, allows the process to evaluate and predict the further use of information technology perspectives. It has been raised in such problematic issues: the more distinguished public e. services at the level of local government and how it should be organized in their provision?; or operating electronic services system meets public expectations?; what kind of electronic service delivery perspective of local self-government institutions? Thus, the goal - to reveal the e-service features of local self-government bodies, according Šiauliai district case, identifying opportunities for improvement. Work to apply the theoretical and empirical methods: analysis of scientific literature, analysis of legal acts, written interview (questionnaire), semi-structured interviews, statistical methods. The first (theoretical) part to reveal the theoretical use of electronic services in the public sector issues. Research has shown that the rapid expansion of information technology, as well as the growing needs of society, noticeable requirements for public sector bodies to modernize its operations and become more efficient providers. The second (empirical) part presents a quantitative and qualitative study, which identified the opinion of citizens (Šiauliai District population) about their use of e. services and interviewing people who work directly in the field of research topics reflecting (Šiauliai district municipality). The study identified that the e. service system developed well, which allows employees to save time and cost, workload and promotes transparency in public services, but the e. services development is influenced by the lack of human education, lack of motivation, people's indifference to the information technology and e.services.
