The role of the elder in involving the communities in the decision-making process is a topical issue: some authors state that the position of the elder is not necessary, others, on the contrary, claim that the elders are necessary helpers. This thesis aims to fill the research gap by identifying the role of elders in involving citizens in decision-making processes. In Kelmė District Municipality, no research has been conducted to investigate the eldership institute, therefore there is a lack of knowledge about the role of elders in involving citizens in decision-making processes in this municipality. The research carried out in this thesis is a way to fill the absence of such research in Kelmė District Municipality. The thesis raises problem questions: how does the elder implement the assigned duties, what benefits does the elder provide to the communities, how does the elder involve the community in decision-making processes? The aim of the research is to reveal the role of the elder in involving citizens in decision-making processes in local self-government. Research methods: analysis of scientific literature, group discussion, partially structured interview, analysis of interview content. The work consists of two main parts - theoretical and empirical. The theoretical part analyzes the theoretical aspects of the role of elders in self-government, discussing the theoretical concept of self-government and the place of eldership in it, providing a theoretical definition of the decision-making process, analyzing the guidelines for involving citizens in decision-making processes in self-government. The empirical part presents the results of the research on the role of elders in involving citizens in decision-making processes in Kelmė District Municipality. The research revealed that the elders usually do not participate in the meetings of the municipal council, do not conduct surveys of the population. Population surveys are one of the forms of citizen participation in local governance, so the absence of such surveys limits the opportunities for population participation in local governance. According to the data of the empirical research, decision-making in the local communities of Kelmė district takes place in various ways: decisions are made with the participation of the elder, on the initiative of the elder himself or in higher management positions than the elder. The participation of the residents of Kelmė district in the decision-making process is unequal. Part of the population is actively involved in the decision-making processes of local communities. It is usually part of an active, enterprising population. The majority of the population of Kelmė district is passive, they are not very involved in the decision-making processes of local communities and have an indifferent attitude.
