Family has always been one of the most important and strongest social units in society. So far, there is a strong focus on family well-being. In order to create and maintain a social system, which effectively ensure a stable family life, both, at the international and national level, is done at a lot of the legislation, investigations carried out, trying to figure out the fundamental problems and to achieve solutions. Social protection is a set of measures which are designed to ensure the well being and social freedom of families with children, along with social help in an event of a social risk. The main legislation of the European Union, which is regulated by the social protection for families, is a European Charter of social security (revised), the European code of social security, the directives of the European Union and the International Labour Organization Convention. This legislation is the guaranteed minimum standards of social protection, which must comply with the European Union. In Lithuania, the regulation of a system of social protection for families, not only guarantees minimum standards but also tries to create a better and more efficient system. The main ways of trying to ensure social protection for families, raising children, and to solve the problems is to distinguish between: guarantees, for employed persons raising children, universal social assistance to families and social support for families with special needs. Although in the context of a system of social protection for families, raising children still raises a number of regulatory problems, it is likely that consistently, in order to improve the implementation of legislation of the European Union and by the experience of other European Union countries, the problems in this area will decrease.
