The following primary issues, which are considered in this thesis, are: how is an implementation of cultural policy put into legislation in the range from international to local levels of governance? What attributes are contained within cultural policy implementation, as one of the branches of public policy? What emphasis is given towards local governments, from a perspective of the main public organisations, in the sense of implementation of cultural policy? What is the situation in respect to implementation of cultural policy in Šiauliai city? The first part of this bachelor thesis contains a theoretical analysis of the concept of implementation of cultural policy, a role of cultural policy as one of the branches of public policy is highlighted as well. In addition to this, a cycle of policy is adopted for the analysis of the implementation of cultural policy. Moreover, an instruments of policy implementation are identified. An overlook of contemporary models of cultural policy is performed in order to identify a model, which has been adopted and placed into action by Lithuania. A concept of Public Administration is additionaly defined, due to evident mutual correlation between policy implementation and government agencies in this regard. The institutional governing structure, methods of cultural policy implementation are underlined as a result of this theoretical analysis. The second part of this bachelor thesis deals with an analysis of legal documents of cultural policy implementation in Lithuania. Due to this reason, primary EU legal acts, which are influencing Lithuanian legislation, are taken into consideration along with main legals acts of Lithuania. In order to perform as accurate and deep research as possible, nine primary institutions, which share a responsibility to implement cultural policy in Šiauliai city are selected. These institutions as follows: Šiauliai gallery of art, Cultural centre of Šiauliai city, Concert hall “Saulė“, “Laiptai“ gallery, P. Višinskis public library of Šiauliai, Šiauliai city choir “Polifonija“, “Aušra“ museum of Šiauliai city, Šiauliai city public library, Šiauliai state Drama Theatre. A material, which had been obtained during interviews with chairmans of these institutions, was summarised with the help of six tables.
