Application of ideas behind the business rules approach for requirements analysis could help narrow the gap between business representatives and analysts thus paving the way to a better requirements specification. In this paper a framework for business rules driven IS requirements specification is presented. The proposed approach is based on discovery of functions, business decisions and underlying business rules. The management of captured requirements as well as the generation of relevant documentation is performed using the repository system, major implementation guidelines of which are also discussed. The prototype of the repository system has been implemented.
