The motivational system in the context of Human Resource Management is analysed in the bachelor thesis. The characteristics of the motivational system in the civil service and the regulated devices applied in the motivational system of Telšiai county police headquarters are described. The stated aim of the thesis – is to analyse the characteristics of the staff motivational system in the civil service. The methods used in the thesis are the following: the analysis of the scientific literature, the systematic analysis, the analysis of enactments and internal documents, the questionnaire, the systematization of data. Before carrying out the investigation, a formulated hypothesis, which was that the present devices of the act of motivation constitute the motivational system and stimulate the servants’ work efficiency, was not confirmed. The thesis includes 3 sections subdivided into sub-sections, conclusions and recommendations, the list of references. The theoretical aspects of the motivational system are presented in the first section. One is acquainted with the systematic approach, the Human Resource Management, the main terms of motivation and the act of motivating are discussed, the theories of motivation and the methods of the act of motivation are briefly discussed. In the second section the characteristics of the staff motivational system in the public sector are analysed. One is acquainted with the act of motivation of the statutory civil service staff. In the third section the investigation of the act of motivation of Telšiai county police headquarters is described.
