This master’s final paper analyses problems of high education financing. Financing of high education in Lithuania is researched in the context of other EU countries. Master paper treats high education as a component of human capital. Theoretical aspects of the evaluation of investment to high education are analyzed, the variety of models for the financing of education are assessed. The research estimates the number of students, costs of education and particularly high education, the division of financing between public and private resources, public benefits of high education, and the rate of return to investment in high education. In reference to the results of empiric research the trends for the development of financing of Lithuanian high education system are formulated. There exists a demand to involve additional sources of financing and to develop the potential of high education. As a result, graduate tax was suggested. Such a tax would eliminate inequalities between students and would guarantee them equal opportunities to study.
