International Politics of Health Promotion and Tobacco Control - Improvement of the Process of Transcultural Transfer // Международна политика за промоция на здраве и контрол на тютюнопушенето - подобряване процеса на транскултурален трансфер

Analyzing the porting process (transcultural transfer) of European policy on health promotion and tobacco control to Bulgarian context is the subject of this thesis. Along with it, we try to identify the difficulties in this process and develop a performance improvement approach. International comparative analysis between two countries - Bulgaria (as a recipient) and the UK (as a source of political experience), is the chosen setting to study the potentials of transferring global European health promotion policy to the Bulgarian context. Walt’s model analyzing the context, content, main actors and the process of political development, is applied in the study of health promotion and tobacco control policy. Hofstede’s model is used to characterize the national culture of each one of the two countries as a comparative basis for evaluating the cultural constraints and policy transfer options from Britain (as a typical representative of Western culture and traditions) to a different socio-cultural context of Bulgaria. Results achieved support the hypothesis that direct transfer of international policy messages on health promotion is inefficient, thus hindering its adoption and implementation in Bulgaria. The process can be substantially improved by appropriate transcultural interpretation of international political language and its adaptation to the specific socio-cultural characteristics of the particular national and local context of application. Options rendered for bringing the European political messages in the field of health promotion to Bulgarian reality, their adequate adaptation to local conditions, along with their better perception and application, are part of these studies as well. Formulating national health policy corresponding to the European one, but tailored by national specifics, is revealed in its perspectives. The developed approach for adaptation and effective transfer of international political messages at national and local level may be applicable to countries with similar to Bulgarian socio-cultural features, especially ones in process of negotiating to join the European Union.
