Development of the system for treatment of dependencies - building and management of a network of structures in Varna Municipality // Развитие на системата за лечение на зависимости - създаване и управление на мрежа от структури в Община Варна

Theoretical and practical experience indicate that the only efficient model for treatment of dependencies is the global integrative model - a bio-psycho-social and systematic model which covers and characterizes the dependent behaviour in the most comprehensive way and provides a basis for a comprehensive treatment approach. Following a comparative research on the structures for treatment and rehabilitation of dependent individuals in a number of countries, the necessary structures at regional level have been identified. The situational analysis of the treatment and rehabilitation system in the city of Varna revealed a necessity this system to be supplemented with missing structures. In order to improve the efficiency of the treatment, it is necessary all units providing services to dependent individuals to be united and to interact in a network. For the purpose to facilitate assessment and coordination, it is appropriate to organize a joint centre charged with the respective functions. The survey of users, which has been conducted for the purpose to assess the existing system and the coordination of its structures and needs for treatment, indicated that all groups estimate that the healthcare system for dependencies is at a medium level and needs to be further developed. On the grounds of conducted survey it has been established that the optimal model of the system for treatment and rehabilitation of dependencies in Varna Municipality needs to include a network of structures for treatment, rehabilitation and resocialization - a department for dependencies, outpatient detoxification programs, a day centre, therapeutic commune, programs for substituting treatment, specialized rehabilitation programs and protected homes. All these are to be unified and coordinated by joint Centre for assessment and referral. On the grounds of existing operative regulations and with the providing of necessary material-, financial- and human resources and availability of an algorithm for the offered treatment- and rehabilitation services, the proposed model will provide for a most complete and efficient coverage of the needs of dependent persons.
