Estos, suponen una urbanización acelerada en parte improvisada de los que antes eran lotes industriales, enclavados en un área, no solo inmediata al Centro Histórico, sino que cada vez queda más céntrica conforme crece la ciudad. Desde el crecimiento comercial exponencial alrededor de la Alameda Las Malvinas, hasta la mejora de conectividad con la llegada del bus Metropolitano y la Línea Amarilla, estos cambios han captado la atención de empresas inmobiliarias posicionadas en el mercado y que han decidido invertir en las inmediaciones de la zona elegida. Asimismo, el proyecto procura explotar iniciativas más recientes vistas como oportunidades, tales como el interés mostrado por volver a plantear proyectos con usos mixtos, así como por recuperar el Centro Histórico; el recién reaperturado Estadio del Ejército con uno de los tres velódromos en todo el país; las recientes iniciativas de desarrollo ferroviario como oportunidad para reutilizar los rieles en la Av. Enrique Meiggs; y, tal vez, aún más importante, la presencia del río, con el cual la ciudad se encuentra en deuda.
