A Comparison","abstract":"The period from 1984-1993 is very relevant in recent Peruvian history. It was during this period that the pattern of development changed after about thirty years. By moving out of the Industrialization by Substitution of Imports (ISI) and adopting the Export Oriented model of growth, Peru has adopted measures to liberalize its external sector, privatize its economy, flexibilize its labor market, reduce the size of the state, liberalize the land market in the agricultural sector. These measures were carried out by President Alberto Fujimori, elected in 1990. His predecesor, Presidente Alan Garcia, presided over one of the worst crisis in the history of the country. However, even in the midst of such crisis, characterized mainly by the hyperinflation that ravaged the economy, his administration did not implement neither full short-term stabilization measures nor long-term reforms.
