Looking at, respectively, the internal dynamics of Rio's metalworkers' union, labor's new agenda and the strategies used by Rio's workers to implement it, and the national efforts to create new types of labor organizations, I show how a new generation of labor leaders used the corporate labor system to their full advantage while, simultaneously, attempting to change the system itself through direct action and political pressure.
