The programs are explored as resources for individual youth development and as resources for local community organizations. Four community program sites are investigated in interviews with stakeholders and researcher observations. Additionally, one program site is closely analyzed in terms of the patterns of activity in the classroom setting and patterns of youth participation in these activities over time. Participant observation and audiorecording of classroom activities inform this understanding of a developing community of practice.
