BEP is a large project to improve Turkish elementary education. The project includes many different purposes from physical refurbishment of school buildings, to reducing class sizes. This project is also aimed at increasing technology use in education. Through this project, information and communication technology (ICT) classes have been established. This study focused on this part of the project. The main purpose of this study was to investigate factors that hinder or contribute to teachers' technology use in the elementary schools of Turkey. Further, this study investigated the nature and the effects of BEP using a case study approach. The data were collected through interviews, observations, document analyses, and a survey. The results showed that teachers had an overall positive attitude towards using technology and that they believed technology is needed, however, teachers believed that they were not prepared adequately to implement technology. Furthermore, this study found that teachers believed they did not receive sufficient support towards the implementation of BEP, and that teachers' clarity and knowledge of BEP was very limited.
