Using case study methodology, the study examined the purposes surrounding Florida's dual enrollment program over its 30-year existence, noting examples of struggles for power and influence within an inter-organizational domain using key theoretical concepts. Archival and key informant interview data was collected and analyzed using a conceptual framework borrowing concepts from inter-organizational and micro-political theories, as well as Stone's Polis Model for Decision Analysis Strategies.
