The study is a historical analysis that focuses on the forces behind each of the major subsequent changes in 1975, 1985, and 1997. The major findings of the study include that teacher tenure in many states, including Illinois, was influenced greatly by the creation of civil service laws for government workers. Illinois was one of the later states to adopt a teacher tenure law. The state was a follower, rather than a leader on the issue. The political influences in Illinois also greatly changed over time. When the law was enacted in 1941, the forces involved in supporting and opposing the law were almost entirely within the educational community.
