This transformation is indicated by the change of planning practices and values covering the change of the context of planning, the composition of stakeholders, the nature of participation, and the coverage of process (planning and budgeting). This study also showed that the change was a result of collective learning process diffused by the agent of change under supporting (external and internal) environment. Furthermore, this study demonstrated that the change of planning system and practice in the district government occurred gradually through the mechanism of the diffusion process covering stages of pre-initiation, initiation, adoption, implementation, sustainability and extension.
